Actually, the PSL matching algorithm is such that all TLDs are considered 
public suffixes:

| Match domain against all rules and take note of the matching ones.
| If no rules match, the prevailing rule is "*".

Thus, absent a negative rule that would declare a TLD a private suffix, the 
algorithm labels TLD suffixes public.

However, there are no top-level exemptions defined:
