I don't think you can repurpose them. One concern is backwards compatibility - code in place now wouldn't understand. The practice of repurposing fields in the header will make it harder for future generations of operators to debug the protocol. Operator goals include avoiding outages (via capacity) and mitigating outages (when they happen).
