Surely what ICANN is preparing to do is make a decision that an "internal" TLD 
should never be available. I don't know what there is to be finalised beyond 
that decision, or what availability means in that context. Can you explain?

I am also not sure why an IETF document describing an ICANN decision about the 
namespace would help. If you are suggesting that this is not ICANN's decision 
to make on its own, then I think you are mistaken.
