But I'm not exactly clear what you are describing above when you say it's very confusing. Are you talking about the format, or the content? Can you please be specific, and offer examples on how you think it should be? Otherwise I'm just guess what you are implying.
Also, those example files have <<back links that have anchors and styles applied. How do I create those with pod?
If it's fine to have them on a separate paragraph, you just do:
=for html html code here in one para
If not, POD doesn't support relative links with titles. We have discussed the introduction of a new sequence U<> to do just that, but I'm not sure when it'll be added into perlpodspec if at all. Most likely I'll extend the pod in our app. Though it'll suck if somebody uses U<> in the docs which are distributed with mod_perl and try to read them with standard tools like perldoc.
