About the definition of package. To my understanding a general non-ips approach 
package include scripts.

Old: 
package: A package is a collection of files, directories, links, drivers and 
dependencies in a defined format.

New:
package: A package is a collection of files, directories, links, 
drivers,scripts  and dependencies in a defined format.
