If you submit files, please specify, which branch they are for (trunk, 2.4
or 2.2).
Also, for translations only the xml file is really needed as the rest is
generated.
Then your xml file is missing the translation info, like this (picked from a
french file, look, for example in index.xml.fr):

<!-- English Revision : 1524238 -->
The first two lines are optional; the last line however should be there. It
specifies the revision number of the LastChangedRevision line of the
English file at the time of translating it.
The build process modifies this line whenever the English original changes
and that way keeps track of what needs to be changed in the translations.
The LastChangedRevision line is only needed for the English originals.
Furthermore, if you can find a reviewer, that would be fine. If not, well,
nothing we can do about it right now. I think, we loosened the requirement
some time ago, so when you fix your submission, we can certainly commit it.
