Pull Requests are committed by so called "collaborators"; on Github 25 "members" are listed for the Doctrine repositories.
I don't know if there is an "owner". Every author of a piece of software has copyright the piece (s)he has contributed, licensed under MIT, so you have the 4 freedoms of open source software (run, study, distribute and modify the code). The domain name "doctrine-project.org" was registred by Jonathan Wage 5 years ago. The site is running in Miami (USA) and is sponsored by GoDaddy.com, if I'm well informed.
