AFAIK Benjamin Eberlei (from Germany) is the lead developer of  Doctrine2. 
But others have made considerable contributions too. In total Doctrine2 ORM 
had 288 contributors. Pull Requests are committed by so called 
"collaborators"; on Github 25 "members" are listed for the Doctrine 
repositories.

I don't know if there is an "owner". Every author of a piece of software 
has copyright the piece (s)he has contributed, licensed under MIT, so you 
have the 4 freedoms of open source software (run, study, distribute and 
modify the code). The domain name "doctrine-project.org" was registred by 
Jonathan Wage 5 years ago. The site is running in Miami (USA) and is 
sponsored by GoDaddy.com, if I'm well informed. I assume donations will be 
in favour of the whole project, but no idea who owns or controls that 
PayPal account.
