The "spring" the dealer was referring to is almost certainly the
"clockspring" -- not a spring at all, but rather a ribbon cable in the
steering column that's flexible enough to handle the steering wheel
being turned.

If I'm not mistaken, you have to remove the airbag and the steering
wheel to replace one.  It's a little bit time consuming, and you have
to handle the airbag safely, but other than that, it's not too hard to
replace.
