Generally caused by dust buildup in it....
Get a really good can of compressed air (about $4 at Radio Shack)
and blast it into each side of the dimmer switch as you move it
back and forth.

Common issue.  It's probably in the little dial that dims them down
(next to the headlamp switch).  I've found that if I just turn the dial
back and forth a few times before setting it to the level of brightness
I want, it seems to clear it up.
