I would go to DI.net and do a search for inner tie rod bushings. They make a two peice bushing that is supposed to make the task of swapping much much easier. I mean if you are inclind to do this repair yourself.
Usually steering sloopyness is a result of the inner tierod bushings going out. It is a well known design flaw but is not all that difficult to repair at a cheap price. I don't know the exact price for the two peice bushings, but assuming it's like $20, that and a few hours wrench time are all it would take to fix this issue. I repace them as SOON as I feel any steering sloppyness, maybe every 3 or 4 years or so. I see no need to replace the sway bar unless of course you have a specific problem with your sway bar, which would be tough considering it's size. As for a car not turning I have no idea about that one. But the inner tie rods will not eliminate your ability to turn. there will just be more slop and the car will drift. But when you turn the wheel the bolts the that attach the tie rods to the rack will still turn the car. You 95 might have had another problem.
