Try a junkyard for the clockspring. Head for your local pick-n-pull with a steering wheel puller kit and grab one off a car that looks like the column is in good shape. The only complexity in the job I'm aware of (done this on another ChryCo vehicle, not my Intrepid) is pulling the wheel, which is pretty simple with the right tools.
