There are polishes you can try (auto parts stores have a lens-specific polish, can't remember the name), or you can wet sand as another poster suggested. If they're fogged all the way through the plastic, you'll have to replace them. The polish/wet sand solution is temporary; the fogging is apparently caused by the erosion of a UV-protective layer by road grit; once it's gone the plastic starts turning cloudy fairly quickly.
