Seriously, if he cannot do the legwork to figure out what you have,
he's incompetent, or he just plain doesn't care that you're spending
your hard-earned money with him.
If he's a family member or something like that...well, you're getting
what you pay for.
If you have a 3.3L non-ES Intrepid, it is highly unlikely that you
have the speed proportional steering. You MIGHT call the local Dodge
dealer and ask them for a price for the rack and pinion for your
vehicle. This will cause them to ask you for the VIN number, which
they will be able to use to look up the required information.
But you shouldn't have to do that.
