Inners or outers?

Both can be done by the amateur, however the inners are, to put it
plainly, a pain in the a$$.  The outers are fairly simple to do.
You're going to want a front end alignment after the damaged
component(s) are replaced, and that will probably mean you have to
replace the worn tires.

By the way, you didn't mention which way the "wiggle" was felt --
side to side or top to bottom.  If it was side to side, then it's a
tie rod end.  If it's top to bottom, then it's a ball joint.

Get it fixed soon, it's a safety issue.  Sorry, I don't know about
labor rates, I do this sort of stuff myself and have never paid anyone
to replace them.  The alignment afterward will cost between $50 and
$100, excluding tires.
