Josh,  I would think that any error code displayed by the check 
engine light being on, would kill the state inspection. You can 
disconnect the battery for a couple of minutes to clear all codes, 
and start over on seeing how long the other codes come back. 
 One possible thought would be the intake manifold gaskets are 
leaking, and allowing air to be sucked in to cause the lean 
condition. Also the coolant could be sucked into one cylinder intake, 
and pushed out the exhaust, instead of into the oiling system of the 
engine. where you would be seeing grey foamy oil on the dip stick.
 Also, one of your cooling fans may be burnt out, or the engine temp 
sensor needs replacing. This would cause the fan not to know when to 
come on, and run the car on closed loop. Just a thought and open for 
other's input.  Tom
