Yes, I think so. I also don't see it on my machine.

I think the problem is that the Debian package (which I assume is what
is used on the buildbot) puts scotch.h in $prefix/include/scotch/
while building from source puts it in $prefix/include, and the
compatibility headers metis.h/parmetis.h are installed in the same
place.

So the pkgconfig-generator and #ifdefs need to interact to handle both
cases. I don't know what the best solution is.
