Absolutely. When getting up to speed having the printed docs to read through linearly is very helpful, but for actual development having something hyperlinked is much better. Getting the hyperlinking right isn't a trivial undertaking, but it make a huge difference in the ease of using the docs. Data types should link back to their definitions and such.

Sometimes it can be very helpful and sometimes it can be very misleading. Having the HTML docs available with and without commentability would be really spiff. If the documentation authors actually pay attention to the comments and update the documentation accordingly then the necessity of seeing the comments shouldn't be all that great.
