yes, this is a great idea.

Here, I would be for the ability to turn the comments on/off, or have somebody (like the author) monitor them, because many of the comments get outdated or some of the proposed solutions are not always correct programatically, logically, or just because the comments are outdated and aren't applicable to the current/updated API (as is greatly demonstrated in the php documentation).

It might be interesting to have threaded comments as well, or at least numbered, because referring back when someone wants to correct/propose different solution gets really painful.
