I've used ARM-USB-Tiny by Olimex
https://www.olimex.com/Products/ARM/JTAG/ARM-USB-TINY/ before with some
luck.  I was using it to debug over JTAG using OpenOCD.  I don't have a lot
to compare it to, bit it did the job for me.  I believe it can speak SWD.
