For any cortex M series micro which speaks SWD (most new ones do) I've had good 
luck using the ST-Link V2 debugger on any STM32 Discovery board. It can be set 
up to program/debug an external target by removing a couple of jumpers. OpenOCD 
supports it in recent versions. Suitable STM32 Discovery boards can be 
purchased for less than $10. You can also buy ST-Link V2 programmers off of 
eBay for around the same price. I suspect they are just clones of the 
programmer part of a Discovery board but I haven't tried them.
