Cheap, easy way to put conductive material on thin plastic is a basic part of their process to make DIY touchscreens. Fine details only limited by your silk screening skills. More detailed information: http://dl.acm.org/citation.cfm?id=2647413 It would be easy (~$200) to set up a station with all the materials needed (at a local hacker space) for anyone to do this.
