IANAL, but AFAIK, we have never been allowed to make copies of any media in 
this country, whether it be for backup purposes or for format shifting.  There 
has been talk that this law would be brought line with the 21st Century and 
the situation in other countries (as opposed to being rooted in 19th Century 
values), to allow this for personal use only.

Instead, we got the disgusting Digital Economy Bill which took away rights 
instead of granting them.
