I am in my 60s - I started driving in cars with cable brakes
My first motorbike - 1947 model had rear drum brakes only

Tyres; cross ply only very thing - blow-outs common
Suspension : leaf springs on the cars or coil on the bike - little or no

Car had little or no heating and were draughty; bench seats; mechanical clutches
Speed limits :   30mph in town 50 mph on the open road

Now:
My car has ABS hydraulic disc brakes, with system feed back on wear
My bike : hydraulic brakes - dual disk front, single disk rear

Independent suspension on coil springs on all wheels for both vehicles
Tyres : radial wide form tyres - blow-outs very rare

Cars now have fitted seats; seatbelts; full climate control

Speed limits:  30mph in town - 60 mph on the open road  / 70 motorway/dual
carriageway

So we have made absolutely no concession that today's vehicles are probably an
order of magnitude safer, and certainly more reliable.
Yet the speed restrictions remain almost the same.

They should be 40 in most areas of town; 70 on the open road and 90 on motorway

BUT the drivers have not changed you say !
YES 100% agree - so we need to look at making the test more comprehensive :
- skid pan training and test
- dirt road
- 6 months conditional then a motorway course and test
and only then you have full licence.

- curfew and strict limits on learner drivers - passengers/alcohol

AND a requirement to be retested every 5 years - and that is a practical as well
as theory

Well it is not going to happen - but well I can hope that some logic rather than
panic might get applied
