If I were you, I would try to find a happy medium. Design the site with correct coding practices and the use of CSS. Try to make the site look "reasonable" with Netscape 4.x, but aim for forwards compatibility, not backwards. Also, (I just read your latest response) don't develop for IE in the future, develop to the W3 standards, such as XHTML and CSS. With AOL switching over to the Mozilla browser, anything that relies upon IE, will be losing a lot of customers. Mozilla is probably the best standards compliant browser out there, with IE 6 a very close second.
