We require our clients to have at least IE 5.01, and strongly encourage 5.5
and 6.0. In-house, we still have about 15% Win95 machines (out of about
600), due simply to the cost of upgrading the hardware on essentially dumb
terminals. We heavily leverage IE functionality, and simplify the
development process for our people by only targeting one platform.

Your business, business mode,l and client base will drive the rules, not
the technology choices.

Has anyone asked or answered the question Why is IE 5.01 required to
install
the dotnet runtime?

And how many folks out there are building/shipping client apps despite not
supporting Win95, requiring IE 5.01, etc?
