Are you seriously considering creating a new page for every single
user ??? Why does it have to be a new page ???

Not to comment on how GMail does it, but in any standard application,
why can't the page "Inbox.aspx" simply display whatever mails are
retrieved for the currently logged in user. For a newly registered
user, the only mail retrieved would be the "Welcome mail".
