Hi, I am surprise to know a project got cancel because a junior developer left the organization ( very hard to digest ) , as per my understanding no company can hire him without reliving certificate/letter from your organization . Its not you are 100% responsible for this YES its his fault also to move out from your organization without informing ( this is ridiculous ) to his reporting manager. To overcome from this type of problem you must have strong HR policies and have proper background employee verification before board him into project , still nothing happens you can take legal action on him or forgive him ..., decision is yours .
