Just to note that we have (non doxygen related) build processes that use hhc
and we have to ignore the result it returns because it routinely reports
failure when it has in fact succeeded.

I checked the ERRORLEVEL at the end of the doxygen program and it seems to be
0, but when I call it inside a custom build rule in Visual Studio, it detects
the output error and stops compiling.
With the version 1.7.4, I used before, I get: more warnings due to new options
in 1.8 file but not the error.

reports an error while generating CHM (using HHC.exe) but everything is OK. I
have the CHM and it is correctly displayed (as expected).
It worked fine with Doxygen 1.7.
