As far as I know we create FileActivities(type: Created) for files that are modified, but currently not opened in any editor. It may be, that this is no cyclic FileActivity recreating itself, but just some Eclipse-part modifying the MANIFEST.MF, which results in a new FileActivity any time a modification happens in the background.
