No it doesn't.. Currently the only way to keep a search from loading
into memory on startup is to remove or rename the xml file in the
searches subdirectory...  

If you wish, you can use a little utility I created to generate a batch
file to rename unwanted searches easily... (also comes in handy after a
new release is installed and all the disabled searches are
re-delivered)..  The utility is here -
