Yes, I've had the same problems (Win98 IE6) when I use Win-S, or any other
Win-x substitute. I initially thought it was because I had DQSD docked on a
secondary taskbar but moving it to the primary taskbar only solved the drag
and drop problem. I have since disabled Win-S (instructions in the dqsd-user
archives). A bug report was made, I think you can check to see if it's been
closed, I remember there were several Win-S related emails in this list but
that was a few months ago. Early on I submitted a screenshot of an error
dialog (something similar to the 'disabled hook' error many experienced) but
I don't think that one was addressed specifically. Eventually I was no
longer able to recreate it (it only occured during startup) and since have
deleted the image.

I know it's a very frustrating problem, Win-S would be a very convenient
feature and one I would use often but unfortunately this mystery seems to
have no leads.

I have DQSD on top. If it's obscured by a browser window and I Win-S to
get there, the obscuring window starts acting crazy, e.g., changing
size, maximizing and restoring, etc...

Has anyone noticed this behavior?
