FWIW, few would consider reinstalling the OS a solution to this problem, it
seems you had an unrelated reason for doing so. Also, what you've described
isn't really the problem we're experiencing.

Evoking Win-S is causing keyboard problems requiring a reboot in most cases.
It's not just one or two errant 'keystrokes', but a flash of 10 to 30
OS-evoked key commands causing window closures, taskbar property changes and
other desktop casualties (most may not think to check their trash folders
afterwards).

Hopefully these Win98-specific problems can be fixed. IANAP, but it seems
the gran mal starts in the keyboard hook. The OS must be getting these key
commands from somewhere, and I'm curious to know where the data is coming
from for these 'keystrokes'.
