userenv.dll is not on the win98 CD according to sfc. I downloaded it from
the internet and it is no longer flagged in Dependency Walker. In pink are
these ADVAPI32.DLL, KERNEL32.DLL, NTDLL.DLL as branches of userenv.dll as
well as Ole32.dll & shell32.dll. Apphelp.dll is still in yellow of course

I used sfc to get new copies of Mfc42.dll and Imm32.dll from the win98 CD.

I have rebooted but still can't get search bar to install and the same
error message if I try to Regsvr32 the .dll =
LoadLibrary("C:\Progra~1\Quick~1\DQSDTo~1.dll") failed. GetLastError returns
0x00000485.
