Unless they are lock nuts - or are they castle nuts? Lock nuts usually
thread on about 3/4 of the way, then you must use a wrench. (A tap will
remove the nut locking portion of the threads).

  Use a thread pitch gage and make sure the threads are the same. If they
are,
maybe a clean-up with a die or tap would be called for.
