Unfortunately, it's "normal". The problem is that pesky "on-off" switch. The pot can't get all the way to the ground end until the switch is tripped off.
Good reason to put the Power switch on just about any control except the AF Gain.
Only way to fix it that I know of is to take the switch off the control! What were they thinking!?!?
