Check the protective fuse lamp. Sometimes there is oxidation on the contact pins. Try cleaning the pins with scotch brite. Next make sure the external receiver switch on the left rear is fully engaged to the transceiver position. Even if these two items check out OK, the TR-4 is less sensitive on 15 and much less sensitive on 10. I’ve had a TR-4C, TR-4CW and now have a TR-4CW/rit with similar characteristics.
