From looking into page 1-5, Fig 1-2 of the Service Manual ( have you got one?), from what all you said, it looks like the balanced modulator , or something in that path or area to or from, on the Transmit Exciter board is out.
May be you want to have a look in there, if you have the resources to do so or else get/find them any further.

Hello out there,
the other day I tried to use my TR7 on RTTY using the MMTTY program. This did not work.
The reason, my transciever does not work in SSB mode. The transciever is OK in CW mode, but in AM mode there is only a carrier and no modulation. The microphone is OK (it works fine with my C-line). When speaking in the mic the VOX circuit activates the T/R relay.
Can anyone give me an advice how to solve the problem.
