Mods.dk has an article by KL7NA called "A New Noise Blanker for the Drake R-4C" that describes the author's modification of an old TenTec NB board to work in his R4C. In the article, he claims that it performed far better than the Drake 4NB. The TenTec board is no longer available, but he includes the schematic - it's less complex than the Drake unit and would probably be pretty easy to scratch build.
