The clip ring is what the rubber bushing behind the Main Tuning knob
presses against to drive the dial assembly. It must be far enough
forward to allow the knob to maintain enough friction without the knob
touching the front panel. The rubber "clutch" is just to allow fine
adjustment of the dial reading to coincide with the actual PTO
frequency. The one (or two) levers atop the gearbox are to disengage
the gears and allow coarse adjustment of the dial plates. The plates
can also be slipped by applying pressure to the edge of the plate while
holding the knob to allow fine adjustment for aligning everything
against the red fiducial line in the dial window.
The PTO is "direct drive", all the gearing is just to drive the two dial
plates.
