It seems clear to me that they mean do not defeat the topside high voltage interlock, since the term is used in the singular in my manual and it also states filament and relay power need to be energised. It is actually simpler than that, you can power these circuits by removing the bottom cover plate of the amplifier (the one that hides the line voltage jumpers) and connecting a "suicide cord" to the screw terminals.
