I think you are on the right track. I just read all the comments so far and was going to jump in with a discussion on how Astron power supplies were not always so radio-friendly. The older ones (I have a very old one, circa 1985) that has very little bypassing and is quite prone to making my radio do all sorts of crazy things. I have not installed the parts yet, but have collected what I needed to upgrade the PS to match the later schematics. The website repeater-builder.com that Dave mentioned has a wealth of information on fixing these power supplies up even further, and there is a replacement regulator board available, too.
