I think you are on the right track. I just read all the comments so far and was 
going to jump in with a discussion on how Astron power supplies were not 
always so radio-friendly. The older ones (I have a very old one, circa 1985) 
that has very little bypassing and is quite prone to making my radio do all 
sorts of crazy things. I have not installed the parts yet, but have collected 
what I needed to upgrade the PS to match the later schematics. The website 
repeater-builder.com that Dave mentioned has a wealth of information on fixing 
these power supplies up even further, and there is a replacement regulator 
board available, too.

Dave, we look forward to the results of your mods, especially the pass 
transistor swap, and the specifics of what you accomplish. Good luck!

Guys,

     Just thought I'd follow up.  I appreciate everybody's advice.  I've 
ordered new (higher-capacity) pass transistors and a new higher-cap bridge for 
my Astron, so I'm going to see if this corrects the problem I'm experiencing 
before I buy a new power supply.  The Astron info on repeater-builder.com is 
excellent.  When I open it up, I'm going to check some other things like the 
723 compensation cap, grounding, and so on.  We'll see how that goes.
