It has been awhile since I have done anything with my L-4B, but as I  
recall, the VOX line needs to be grounded for the relay to pull in. If you are  
running a T$-7 or most of the Drake 4 lines, this is easy to do. Otherwise,  
simply ground the center conductor of the RCA VOX jack on the back of the 
amp.  That should cause the relay to close. You will have to release that 
ground if  you are using the same antenna for receive as for transmit. It is 
not 
really  necessary to connect the AGC line.  Your manual should tell you 
about these  connections.
