Could be any of the Amp stages in the RF chain, starting with the RF Amp, then the IF amps,

But it could also be the AGC cutting the gain back..just like the rf gain control does. If you measure the voltage on TP 2 on top of the chassis, spec is -1.35VDC. if it is much more negative than this, with the rf gain fully CW, then it is probably something in the AGC reducing the gain.

What happens if you turn the AGC off on front panel. Also, what is going on w/ the S meter? is it still sitting down around the left end w/o signal?
