Turned out to be a loose rivet on the RF Gain pot. I tightned it with some harvy needle nose and the looseness went away, the S-Meter is now behaving normally and am hearing signals ok. While I had the covers off I did measure the TP2 voltage with a DVM and only saw small DC voltages in the mV level and were not steady. The meter did not seem to read anything over 80mV this was just with a very short piece of wire as an antenna.
