How did you test the caps? Depending on the method, they can "test" OK and
still not work properly in the circuit. I am somewhat evangelical about the
electrolytics on the PS board. IMO, they should ALWAYS be replaced with modern
caps rated for 105C temperature as preventative maintenance. They can cause
STRANGE problems when they fail, including potentially illegal transmissions.
Been there, done that. :)
