Just to avoid overlooking the obvious.... Have you tried substituting V1, V2, V3 and V4? AVC2 is applied to each of these, and is what is supposed to cut them off in standby.

Nine volts should be more than enough to cut off all four of those tubes. You may also have a resistor that has gone up in value. Check the voltage on V1, Pin 1; V2, Pin 2; V3, Pin 7 and V4, Pin 7. Each one should be about -6 to -8V with the receiver in standby.

Per suggestions and notes in the CD, I measured voltage at the mute terminals using VTVM. RF gain at max the voltage is 7VDC, RF gain at minumum it is 15 VDC. Removing V1, V2, V4, or V5 makes no difference. The AVC is set per the instructions. Any other ideas?
