Hi Dale. As Garey and Al have said it is for the VFO. There are a couple of minor points worth knowing.
From the factory, there was an internal (on the inside wiring of the socket) jumper which had to be clipped/removed to be able to use the VFO. So if the TR-3 was never used with the external VFO, the jumper should still be in place.
