Pin 1 HIGH says that PTT is pressed. Pin 2 and 7 LOW says that you've got a RX ONLY band selected. Pin 6 HIGH says that you have audio triggering the VOX into TX mode. Pins 3 and 5 SHOULD both be HIGH. Tx EXCITER board pin 3/15 should be 0V. Tx EXCITER board pin 3/16 should be +10V.
