Joe, If the switch has not been abused, cleaning the contacts should restore it to 100%. A little bit of Caig DeOxit followed by exercising the switch will probably remove any built up oxidation.
The RF Output issue could be soft final tubes or the driver tube. Which band you're getting 65 W out? Is that is into a dummy load?
