Hunter -
Wrong crystal in the FS-4. You need the 9.6 MHz instead of the 9.59 MHz
that's in there, which is the one is for the SPR-4.
You might try a 'Want' on the various classified lists, someone may have
an R-4(any) one and need the one you have!
